Ex-CHR chair calls for probe on drug suspects killed during police operations
Former Commission on Human Rights (CHR) chairperson Loretta Ann "Etta" Rosales on Wednesday called for an investigation into the spate of killing of drug pushers during police operations.

"You can't allow summary killings to take place in operations and just keep on saying 'Eh kasi nang-aagaw ng baril so we have to defend ourselves,'" Rosales told reporters after attending a protest rally at the University of the Philippines in Diliman.

In an earlier report, the PNP admitted that there was an increase in the number of illegal drug suspects getting killed in police operations since the May 9 elections.
According to former PNP Spokesman Chief Superintendent Wilben Mayor, the intensified operations are due to the pronouncements of President Rodrigo Duterte, who vowed to eradicate drugs and criminality in the Philippines.
But Rosales pointed out that Duterte, during his inaugural speech, vowed to be guided by the rule of law and due process. "That was his official statement. Necessarily, all of us ordinary mortals must make sure that the official statement of the President of the Republic of the Philippines must be fully complied with," she said.
"Maraming naaaresto pero marami ring namamatay. That should not be tolerated," she added.
Rosales also said that she was shocked when Duterte publicly named five generals allegedly involved in the protection of drug lords.

Although she grants the President the benefit of the doubt, she said that he should have spoken to the generals first.
She said that regardless of the situation, one has the right to be presumed innocent until proven guilty.
"No matter what, may karapatang pangtao ang lahat. Human rights is universal. And every human being is deemed innocent unless proven otherwise...through investigation and prosecution," Rosales said.
In his speech at the 69th anniversary of the Philippine Air Force (PAF), Duterte named Marcelo Garbo, Jr., Vicente Loot, Bernardo Diaz, Edgardo Tinio, and Joel Pagdilao as "protector of drug syndicates."
She said that regardless of the situation, one has the right to be presumed innocent until proven guilty.
"No matter what, may karapatang pangtao ang lahat. Human rights is universal. And every human being is deemed innocent unless proven otherwise...through investigation and prosecution," Rosales said.

ReplyDeleteThis pronouncement of former CHR Chairman Etta Rosales is only good for those who, during their stint in office, have allowed the uncontrolled proliferation of illegal drugs that spurred the rise of criminality all over the country. Rosales could be "day-dreaming" as she is now more particular about the human rights of drug lords but she turned a blind eye to the millions of our countrymen who suffered from the ill-effects of illegal drugs into the lives of everyone, rich or poor, young and old, in our country. Rosales should be ashamed of herself by acting as the spokesman of the druglords and she is no different from the 5 Generals that President Duterte exposed recently to the public.
