Prosecutor says Bato had no violations, check law
Atty. Darwin Canete, a prosecutor at the Department of Justice commented on the recent issue involving Philippine National Police Chief Ronald “Bato” Dela Rosa and Senator Manny Pacquiao.
Dela Rosa is to face a probe by Ombudsman Conchita Carpio-Morales after he was given an all-expense-paid trip to Las Vegas by Pacquiao so he could witness the Senator’s boxing match against Jessie Vargas.

Carpio-Morales said the PNP Chief will be investigated for violation of Republic Act 6713.
Canete claimed that no law was actually violated and posted the prohibitions of 6713 or the law of gifts:
(b) Directly or indirectly requesting or receiving any gift, present, share, percentage, or benefit, for himself or for any other person, in connection with any contract or transaction between the Government and any other part, wherein the public officer in his official capacity has to intervene under the law.
Canete claimed that no law was actually violated and posted the prohibitions of 6713 or the law of gifts:
(b) Directly or indirectly requesting or receiving any gift, present, share, percentage, or benefit, for himself or for any other person, in connection with any contract or transaction between the Government and any other part, wherein the public officer in his official capacity has to intervene under the law.
(c) Directly or indirectly requesting or receiving any gift, present or other pecuniary or material benefit, for himself or for another, from any person for whom the public officer, in any manner of capacity, has secured or obtained, or will secure to obtain, any Government permit or license, in consideration for the help given or to be given, without prejudice to Section thirteen of this act.
Canete said that Pacquiao is Senator and that he needs no favors from Dela Rosa’s office.
“Anong hihingin niya kay Bato that Pacquiao needs Bato’s office? Wala. How can he fall under RA 3019 aver?”
He pointed out that the situation should be blamed for those belonging to the Liberal Party.
“Ito sakit ng mga dilaw. Tae na sa evidence, tae pa sa logic” he wrote.
Canete said that Pacquiao is Senator and that he needs no favors from Dela Rosa’s office.
