Colanggo: De Lima received P3-M in drug money every month

HERBERT Colanggo, a high profile inmate in the New Bilibid Prison (NBP), told a House inquiry on Tuesday that former Justice Secretary and now Senator Leila de Lima was receiving P3 million every month from the illegal drug operations inside the national penitentiary.

Colangco was the second witness in the ongoing investigation of the House committee on justice on the drug proliferation at the NBP.

Colangco alleged that he started giving "PR payola" to de Lima in October 2013 in exchange for allowing him to bring in supplies for his concert. Money was given to de Lima's alleged lover and former driver Ronnie Dayan and her bagman Joenel Sanchez.

While inside the maximum detention facility, Colangco was able to record a music album and hold concerts for his fellow inmate.

Aside from the payoff, Colangco said de Lima received from him another P1 million after his every concert where he also sold alcoholic drinks.

"Bukod sa transaction, may binibigay kaming P3 million buwan-buwan kay Secretary de Lima...PR payola, para sa lahat ng gusto naming kontrabandong maipasok," Colangco said.

Under de Lima's watch, Colangco said concerts are being held in the NBP featuring local celebrities and beers and liquors were being served.

He said de Lima knew of beer deliveries inside the jail, in fact, one of her security aides collected beer sale proceeds.

Colangco, one of the numerous inmates enjoying luxurious lifestyles inside the NBP, said he was running a hotel inside the jail.

The gang leader also linked former Justice Undersecretary Francisco Baraan and the former Bureau of Corrections chief general Bucayo in the anomalies inside the national penitentiary.

He said the BuCor chief and Baraan were on the take in inmate transfers.

"Halimbawa meron akong tao na gusto kong ibalik sa maximum, babayaran si Baraan ng P500,000 para maibalik yung inmate sa maximum (security compound)," Colangco said.

Bucayo, on the other hand, allegedly received 1.2 million in protection money every month, said Colangco.
Colangco said that he was obliged to conduct businesses inside the NBP, including selling drugs, to meet de Lima's P3 million monthly quota.

"Obligado ako P3 million a month eh kaya lahat po gagawin ko kasi kung may kulang man po, ako din po ang mag-aabono," Colangco said.

Aside from drug trade, holding concerts and selling alcoholic drinks, Colangco also admits running prostitution ring inside the NBP.

"Ang maximum ginagawa ko talaga na parang Roxas Boulevard. Lahat, kahit walang dalaw, example, sampong model babayaran ko ng P25,000. Tapos bebenta ko ng P70,000 to P75,000 sa mga chinese sa loob, may hotel ako," Colangco said.

Colangco said proceeds from illegal drugs sale in the NBP are given to Sanchez supposedly for de Lima's election bid in 2016.

He revealed that gang leader Jayvee Niño Sebastian approached him in 2015 and sought his help for the senatorial bid of de Lima.

The P3 million, he said, was collected from convicted drug lords who continue to operate their narcotics trade inside the New Bilibid Prison.

Colangco said he had a chance to talk to de Lima over the phone to verify the P3-million bribe in January 2014.

Colangco even gave the panel de Lima's mobile number, which he used to contact directly the former justice secretary.

The House Secretariat verified the number and confirmed that it really belonged to the former Justice Secretary.

Cebu Representatives Gwendolyn Garcia made several phone calls to the mobile number to check.

"I tried calling the number, it in fact in my contact list is registered under Secretary Leila De Lima," said Garcia.

Justice Secretary Vitaliano Aguirre II presented a certification that the number mentioned by Colangco belonged to Department of Justice (DOJ) and paid by de Lima from December 2012 to October 2015.
